If building up a legitimate business and claiming uninhabited planets takes too long to expand your empire, then you can choose to expand by force and just take what you need.

Keep in mind that if your empire commits naked aggression against another empire, you will suffer Galactic Council bounties. If a bounty is placed on your empire, then any other empire can attack your empire and collect a bounty for each attack against you. Thus before you take any aggressive action, make sure you have a strong force assembled to fend off any peacekeepers that may be nearby.

To remove a Galactic Council bounty, your empire must make peace with the empire you committed naked aggression against. You may need to offer reparations to the empire you attacked in order for them to forgive you.
